SALARY RANGE

The starting salary range for this position is $134,240 - $167,800 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $201,360, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview
The Manager - Generation & Transmission (G&T) Planning is responsible for overseeing and managing planning, scheduling, and work coordination activities within the District's G&T operations. This position ensures alignment with maintenance and production goals while integrating planning standards and utilizing advanced maintenance technologies. The incumbent plays a key role in optimizing resource allocation and balancing operational costs with production efficiency.

Responsibilities

  • Planning and CMMS activities - Oversee the activities of planners/coordinators and CMMS staff to ensure tasks are completed effectively. Provide counseling, coaching, development opportunities, and performance evaluations for team members.
  • Develop, maintain, and support the G&T annual work plan - Create and manage the annual work plan, including providing updates to superintendents and managers. Ensure decisions consider cost analysis, resource availability, and operational needs. Provide business-related data and analysis to support management decision-making.
  • Manage CMMS and planning/coordinating processes - Oversee the administration, development, and implementation of CMMS modules for G&T operations. Coordinate scheduling and resource allocation with G&T Maintenance teams.
  • Develop and support new maintenance technologies and programs - Review preventative maintenance programs and develop scheduling tools and asset management resources. Integrate planning, asset management, and engineering efforts to improve maintenance practices.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). Employees with access to confidential employee records and information are required to restrict access from any unauthorized person, except on a need to know basis.

  • This position manages/supervises people. Direct Resources Managed: 2-9. Indirect Resources Managed: None.

Qualifications

Education

  • Bachelor's Degree (B.A. or B.S.) in business administration, engineering, or a related field, or completion of a recognized journeyman certification program (e.g., hydro journeyman, typically four years) is required.
  • Equivalent experience (year for year) may substitute for required education.

Experience

  • 6+ years of experience in hydro plant operations, maintenance, or planning is required.

Licenses and Certifications

  • Valid Driver's License at hire and WA Driver's License within 30 days of hire

Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:

  • Strong familiarity with maintenance and construction planning techniques, including work scheduling and resource coordination.
  • In-depth understanding of electrical and mechanical systems in hydro facilities.
  • Proficiency in business management principles, CMMS systems (e.g., Maximo), and Microsoft Office Suite.
  • Strong analytical and decision-making capabilities.
  • Business principles related to operational management, cost analysis, and organizational planning.
  • Knowledge of safety and environmental regulations at the federal, state, and organizational levels.
  • Effective interpersonal and communication skills, both written and verbal.
  • Technical Proficiency: Advanced skills in Microsoft Office (Word, Excel) and District reporting tools (e.g., Cognos, Crystal Reports, PeopleSoft).
  • Communication: Excellent verbal and written communication skills, with the ability to collaborate effectively across teams and with stakeholders.
  • Manage and oversee CMMS implementation and development to improve operational efficiency.
  • Must be proficient in reading, writing and speaking English.

A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
